The Weiden West landfill site, an 18-hectare Class II landfill site, lies on the edge of a region from which drinking water is extracted. Its foundations are not sealed. The task set by the site owners to the planners required permanent safeguarding measures for the site, which on the one hand would fulfil the requirements of the Landfill Directive (DepV) §13 Clause 5, and on the other hand would generate construction costs of less than € 50/m².
In order to ensure this result, risk analyses were carried out for alternative safeguarding measures and for safeguarding measures over a period of 250 years, as required by the DepV standard. In so doing the ageing of the safeguarding elements was taken into account and the results gauged against the DepV requirements for closure.
The criteria for release from maintenance were defined as part of the approval planning procedure. The system with the best price-performance ratio, a wooded hydrologic balance layer with underlying plastic geomembranes as a short-term safeguard, is
currently being implemented and will be largely completed by the end of 2006. The Weiden West landfill site is the first landfill site project in Bavaria in which the verification of suitability of the landfill site safeguarding measures has been carried out in accordance
with a conventional form of assessment in the course of planning, as is standard in all other areas of construction. The function is to be verified by measurement after completion; the criteria defined in the approval planning must be fulfilled as a prerequisite
for release from maintenance.
