Practices and Problems in MSW Management for Bio-Waste in Turkey

Regarding the integrated solid waste management in Turkey, tremendous efforts have been given to the transposition and implementation of related EU directives. The 'By-law†on General Principles of Waste Management (05.07.2008), the 'By-law†on Landfilling of Waste (26.03.2010) and many others have been enacted and the management of municipal solid wastes and other special and hazardous wastes has been improved.

Although there has been some shortcomings in the implementation of 'By-lawsâ€, that have been enforced for the transposition of EU directives, the numbers of waste treatment and disposal facilities have increased in Turkey. There are problems in running composting plants, as the demand for compost couldn’t be raised in the past as a result of poor product quality and lack of public awareness. Energy recovery from bio-waste seems more promising, but more efforts were given to the extraction of biogas from sanitary landfills and MBT plants dealing with mixed MSW. The use/disposal of digestate obtained from biomethanisation plants used for mixed MSW needs to be investigated. The separate collection of bio-waste from household wastes in Turkey is quite difficult but its separation from commercial and industrial sources should be easier enabled. Public awareness on the recovery of bio-waste and utilization of compost needs to be created. Encouragement via tax incentives for commercial enterprises and industries should be increased. The potential to produce biogas and electricity from bio-waste definitely needs to be incorporated into integrated waste management plans of all the cities in Turkey.
