How to Secure Paper Recycling Loops - a Cooperation Project

Only with a reliable availability and recyclability of paper for recycling, the paper-recycling-loops and their ecological and economical benefits will be stable on a long term run. However, paper-recycling-loops are facing a number of challenges. These include growing international demand for paper as well as unwanted ingredients, such as printing inks or adhesives disturbing recycling. Strategies, to face these challenges successfully, need activities from all relevant stakeholders.

On behalf of the Bavarian State Ministry of the Environment and Public Health, bifa carried out a project to optimize and secure paper-recycling-loops by cooperation across the value chain of paper products. Project partners were the Association of Bavarian Paper Producers and the Association of Bavarian Paper, Cardboard and Plastic Processing Industry. Together with bifa, 39 companies, eight trade associations and the PTS were active in the project. All relevant stakeholders were involved: producers of graphic papers and packaging papers, manufacturers and users of paper-based packaging, publishers, manufacturers of printing inks and adhesives, printers, retailers, companies collecting and sorting waste paper and municipalities.
Supported by interview and workshop methodologies the participants developed measures and first steps to their realization. These include a voluntary agreement to reduce problematic substances and material as well as an improvement of the scientific basis. A tuning of tendering modalities and the definition of requirements for recyclable products are part of the concept as well as an improvement of sorting processes and a transparent description of the situation.
