Bulky waste, WEEE, metal and other materials are collected by non-authorised (informal) people and transported abroad. The collected materials are mainly used but still working items.
Investigations showed that this situation is very unsatisfactory especially for the waste man-agement associations and the municipalities in Austria. One of the most criticised aspects is the legal situation. Therefore, the occurring legal problems were discussed with all relevant stakeholders and a lawyer (amongst others also specialised in waste management law) who established an expert opinion.
After clarification of the legal situation in Austria, also the legal conditions in the partner countries involved in the TransWaste (www.transwaste.eu) project (the project is implemented through the CENTRAL EUROPE programme and co-financed by the ERDF) were defined and possible solutions to formalise these activities were developed.
The following three options appeared to be the most suitable for all stakeholders:
- Establishment of reuse and repair centres as well as networks in cooperation with the informal sector - using the concept of social-economic enterprises,
- Implementation of a used product corner in waste collection centres and
- Organisation for second-hand goods collectors.
