In Germany the feed-in of biogas to the natural gas grid falls under the legal framework for the support of renewable energy in general. The laws and regulations of this framework, however, are scattered over a number of statutes and ordinances and the support system itself operates on a sector-specific basis. This article examines the potential of a biogas feed-in law to offer greater support and to increase the share of biogas in the natural gas market. What are the obstacles to the successful introduction and implementation of such a law?
The amount of biogas fed into the natural gas grid has not yet reached levels that are technically possible and politically desired in Germany. Since 2006, the quantity of biogas fed into the grid has been steadily increasing to 200 million normal cubic meters (Nm3) in 2009, and is expected to double to reach about 400 million Nm3 in 2010. This amount is but a small fraction of the six billion Nm3 target set by the German government. There is potential for much more extensive biomethane production. Over the past several years, however, the sector has remained flat as uncertain demand has caused producers to remain cautious. The questions now are whether a biogas feed-in tariff will increase production of biogas in Germany by removing producers’ profitability concerns and whether the renewable origin or 'greenness†of biogas will be preserved.
