In the last decade, leaching tests and associated modelling tools have been developed for use in risk assessment of stabilised waste monofills, to address long-term release characteristics of contaminants from such monolithic wastes. The test methods used for this purpose are designed to provide intrinsic leaching properties. In addition, procedures with a shorter turn-around time are in development for quality control and compliance purposes in relation to acceptance of stabilised waste at landfills (CEN/TC292/WG2, 2007).
Currently, criteria for monolithic waste are lacking in the EU Landfill Directive. The development of a proper scenario description is ongoing in different EU member countries. The Test methods underlying such scenario development are technically accepted. These imply a monolithic leach test to assess release from intact specimen, the use of a percolation test for pore water simulation (first fractions only) and a pH dependence leaching test for the chemical speciation aspects and assessment of change in release due to carbonation. For a given disposal scenario, these test are used to feed sub-scenarios dealing with different exposure conditions within the site. The development of models to describe the sub-scenarios is progressing rapidly now. An important aspect following the development of criteria is the regular quality control, for which simplified procedures are needed.

Rechtliche und praktische Unsicherheiten bei der Durchführung des europäischen Klimaanpassungsrechts durch das Bundes- Klimaanpassungsgesetz (KAnG)
© Lexxion Verlagsgesellschaft mbH (6/2025)
In the context of the European Climate Law (EU) 2021/1119), the Governance Regulation (EU) 2018/1999 and the Nature Restoration Regulation (EU) 2024/1991, the KAnG came into force on July 1, 2024.
Transformatives Klimarecht: Raum, Zeit, Gesellschaft
© Lexxion Verlagsgesellschaft mbH (6/2025)
This article contends that climate law should be conceived as inherently transformative in a double sense. The law not only guides the necessary transformation of economy and society, but is itself undergoing transformation.
